They do have a license system, but this overrides it, so a kid can be trained once 8 and get the training and license, but then they can't buy a youth bike or atv until they are 12.

Why don't they just introduce a license system...

I think that's taken care of with the lead free gas..the concern here is lead on kid's toys etc. that can be put in their mouth. The reason it doesn't apply for dirt bikes and ATVs is because it's not possible for the bike to be ingested and the lead contained on the bike doesn't pose any danger otherwise.
